when sending a new mail the format is html as I set before.

but when reply or forward a plain text formatted mail the format become
plain text, not html. I want it is html as default -not changing the format
manually-

Please respect the wishes of those who send you messages in plain text; they
may not want HTML or cannot interpret HTML formatted messages (Outlook 97,
Pine, and a few others).

Forcing your message format on someone who obviously prefers plain text is
an Internet transgression.  Please don't do it.
