In MS Outlook 2003 is there any feature to retrieve the deleted mails. Is any
way afterpermenent delete also.

Sure.  Restore the message from one of the frequent backups you make.  If
you're using a PST and don't make backups, then you should consider the
permanently deleted message gone forever.  Your only hope lies here:

What type of account, pop?
If perminent delete theyve gone, unless you have a backup.
In the deleted folder? just move them elsewhere

Depends on how your server is configured. We keep 30 days of deleted mail on
our server. Simply highlight the Delete Items folder and then go to Tools>
Recovered Deleted Items to view them. If you use Shift-Delete the messages
are permanently deleted and can only be recovered via a mailbox restore.
