Outlook 2003 will not close

How can I prevent Outlook 2003 from simply minimizing to the tray when I
hit the upper right X to close the program?

Do I understand correctly, that Outlook gets minimized when you click on
the X?

Unless something is preventing Outlook from closing, clicking the Close icon
will close it, not minimize it to the Notification Area.  Use Task manager to
see if the OUTLOOK.EXE process is still running.  See this:

Are you syncing Outlook to any mobile device? I have an iPAQ I sync Outlooks
Contacts to. If it's in its cradle and on, Outlook will not shut down if you
hit the red X or click on Exit. It will just minimize. To close Outlook I
have to turn off the iPAQ Pocket PC, or remove it from its cradle.
