I have just reinstalled Outlook 2007 and activated spam filters, set
to "Low."

Now I am finding that much of my email--some of it not spam--is marked
SPAM. This wasn't happening before. How do I shut it off?

Do you mean the word SPAM is actually in the subject or elsewhere in the
mail item? If so, that's another program or your providers server doing
that.

Assuming you mean its going into the junk folder, install the Feb CU update
( links at http://www.slipstick.com/emo/2009/up090226.htm#1) - the infobar
will say if the junk filter moved the message to the junk folder or if some
other process did it. It won't identify the process - only tell you that it
wasn't Outlook's junk mail filter.

If you mean the subject was tagged 'spam' - as Vince says, that is not
outlook.  Outlook's junk filtering moves stuff, it doesn't tag the subject
line.  You either have security software installed locally doing it or your
mail server does it.
