Location of account information?

I have backed up my drive and restored with a clean install of Vista,
Office and other apps.

I have two POP accounts, a lot of filters and signatures.

Where is all this information kept? I know about the SIG files, but
how about rules and account information? Are they found in the PST?

The rules are stored within the pst-file; the accounts in the Outlook
profile, but that has been deleted when you've formatted your harddrive
(because it's saved in the Windows registry).

I imported my old outlook.pst into a new one. The old rules and alerts
didn't come over. Is there something else I should do to import them?

That's one of the reason why you should not import.

As mentioned above: Don't use the import function. Open you old pst-file
via

File | Open | Outlook Data File
