Outlook 2007 Signatures on Win XP

I am creating a signature with embedded graphics on an XP machine.

When I insert the images, they don't show up in the editing window,
although they do appear in the signature on the e-mail.

I can put the images into the signature by copying and pasting from
another e-mail, but it would be a lot better if I could edit in the
Signature window directly.

Any ideas why I'm experiencing this peculiar behavior?

Size may be a factor.  I have a couple of graphic versions of my
signature -- one a tif, the other a jpg file.  Both of them insert and
are readable  in a signature in Outlook '07 under XP.   In the
signature window, I can combine the graphic with text, but the graphic
itself doesn't appear to be editable.  With larger graphics, I get
what you report -- the graphic doesn't appear.
